Financial Transparency

The City of Gainesville is committed to providing financial transparency. As such, we make every effort to deliver financial information that is readily accessible and available for our citizens. The City of Gainesville Finance Department provides financial reports to promote transparency and accountability.

The Government Finance Officers Association has awarded the City of Gainesville with its Certificate of Achievement for Excellence in Financial Reporting for thirty-one (31) consecutive years and its Distinguished Budget Presentation Award for thirteen (13) consecutive years. Our efforts have also been recognized by the Texas State Comptroller's Office as the City of Gainesville has been awarded all six transparency stars that are currently awarded.  The six transparency stars are awarded by the Texas State Comptroller in the following transparency categories:

  • Traditional Finances
  • Contracts and Procurement
  • Economic Development
  • Public Pensions
  • Debt Obligations
  • Open Government and Compliance

The sixth star for Open Government and Compliance debuted earlier in 2024, and the City of Gainesville is one of only eleven local governments to having received this recognition to date.  In addition, the City of Gainesville continues to be the smallest government in Texas (by population) to have been awarded all available transparency stars by the Texas State Comptroller.

Staffing

The City of Gainesville employed 232 full-time equivalent positions for all personnel in the most recently completed fiscal year.

Adopted Budgets

The adopted budget is a means of presenting, in financial terms, the overall plan to accomplish the City’s objectives during the coming year. You will find the adopted budgets in PDF form, as well as the most recently adopted budget in raw format.

Annual Comprehensive Financial Reports

Local ordinances and state statutes require that an Annual Comprehensive Financial Report be submitted for the fiscal year end. These ordinances and statutes require that the City issue a financial report on its financial position and activity, and that an independent firm of certified accountants audit this report.

Online check registers allow you to view a listing of checks issued in payment of goods and services. The registers posted exclude checks that are not related to a direct city expense and those that contain protected privacy information.
