The City of Gainesville is a political subdivision of the State of Texas, incorporated in 1873.  It is a home-rule city, and as such its City Charter serves as its constitution.  Gainesville’s first Charter was granted in 1909.  The most current City Charter was approved by the voters on August 10, 1996.  The City operates under the City Council-Manager form of government.  The Mayor and six Council Members formulate the operating policy of the government, and the City Manager serves as the Chief Administrative Officer.

The six Council Members are elected by the qualified voters in six wards.  Residency within the ward is required for Council Members.  The Mayor is elected at large by the qualified voters in the city.  The Mayor and Council Members are elected for staggered two-year terms.  In even numbered years Council Members are elected in Ward 3, Ward 5, and Ward 6.  In odd numbered years the Mayor is elected at large, and Council Members are elected in Ward 1, Ward 2, and Ward 4.
